The purpose of this research is to determine the effectiveness of the Poverty-Free Village Program in Supporting the Sustainable Development Goals (SDGs) in Bangbayang Village, Situraja District, Sumedang Regency. The SDGs are an integrated effort to realize a poverty-free village.

The method used in this study is a qualitative method with a descriptive type. The informants were determined using the purposive sampling technique, so that five research informants were obtained, namely: Village Government Administration, Development Implementation, Community Empowerment, Community Development and Disaster Management. Data collection techniques are literature studies and field studies consisting of observation, interviews, and documentation. Meanwhile, data processing is carried out using data reduction, data display, and data conclusion drawing/verification.

Based on the results of the study, it was concluded that measuring program effectiveness was seen from the accuracy of program goals, program socialization, program objectives, program monitoring has been running effectively but not optimally, because it is hampered by limited budgets so that it hinders to achieve program goals effectively. The inhibiting factors lie in budget mapping, human resources, support provided is not holistic, lack of understanding of SOPs, so efforts are made to increase the capacity of implementers through training and coordination with related parties to ensure holistic policies.

Suggestions in this study include strengthening mechanisms to verify program goals, developing UMKM businesses, and strengthening collaboration to support more effective and sustainable empowerment.

ZAKAT PROFESI PADA PEGAWAI NEGERI SIPIL DI KABUPATEN SUMEDANG

In this case, zakat has a role as an economic instrument that can contribute significantly to the economic empowerment of underprivileged communities. Undang-Undang number 23 of 2011 concerning zakat management, which then gave rise to several other regulations until Presidential Instruction Number 3 of 2014 emerged. Through this instruction, several regional governments began to issue regulations to support zakat management regulations. In this regard, the zakat paid is in the form of professional zakat or income. The purpose of this study was to determine the history and implementation of professional zakat for civil servants in Sumedang Regency. The research method used was descriptive analysis with primary data sources from interviews and secondary data from books and related journal articles. The results of this study are that professional zakat for civil servants in Sumedang Regency is implemented with reference to Perda Number 2 of 2016 concerning Zakat Management and for nisab refers to the Baznas Decree. The implementation of professional zakat for civil servants has been carried out in accordance with applicable regulations, however, to optimize collection, consistent reporting is needed so that it can increase the collection and trust of muzaki to pay zakat.

The purpose of this study is to determine the extent to which the quality of service of the data validation system as a support for population administration in the village government in Cimalaka District, Sumedang Regency can be achieved and what are the inhibiting factors and efforts to improve the quality of these services. This research uses qualitative methods with descriptive analysis. Informants were determined using purposive sampling technique. With research informants, namely the general service section of Cimalaka Subdistrict, general service heads of licin village, nyalindung village, cibereum kulon village, and community leaders in the three villages. The data collection techniques used were observation, interview, documentation, and triangulation. While the data processing procedure in this study uses data reduction, data display, data conclution drawing/verification.Based on the results of the study, it is concluded that the quality of service of the validation system in Cimalaka District, Sumedang Regency can be said to be quite good, but there are still factors inhibiting the quality of service, namely there is no special socialization program because it is related to the budget, in terms of service facilities, namely slow internet networks and poor server conditions, and low work standards to achieve data updating targets. There are efforts to overcome obstacles, namely the need to design and prepare the amount of costs incurred to create a special socialization program, the need to increase the accuracy of internet access from 20 mbps to 100 mbps and increase server hosting capacity to minimize errors The suggestions in this study include budgeting to improve supporting facilities and facilities, making information boards related to service requirements and procedures, need to increase public awareness of the importance of one NIK one name personal identification data.

This research aims to analyze the implementation of disaster mitigation at the Sumedang Regency Regional Disaster Management Agency (BPBD), as well as identifying inhibiting factors and efforts made in disaster management. The research method used is descriptive qualitative with a case study approach. The research results show that the implementation of disaster mitigation at the Sumedang BPBD has gone well, especially in terms of communication, coordination, human resource competency, and outreach through the Disaster Resilient Village (DESTANA) program. However, there are obstacles in the performance of the Rapid Response Team caused by organizational conditions and limited human resources. Efforts to overcome these obstacles include increasing communication, synchronizing between implementers, and optimizing existing resources. Researchers recommend that BPBD make more efforts to develop disaster risk management programs, add supporting facilities, and regularize training to improve the quality of human resources. In this way, it is hoped that disaster management in Sumedang Regency can run more effectively and efficiently.

Relationship between the Implementation of ASN E-Office Policy and the Work Effectiveness of Employees in the Communications and Information, Coding and Statistics Services, Sumedang Regency. The method used in preparing Administrative Research Practices (PPA) is a descriptive analysis method. This research variable uses variables that will be measured from an independent variable of policy implementation and a dependent variable of employee work effectiveness. What was used as a population for this researcher were all ASN employees in the Sumedang Regency Communication and Informatics, Coding and Statistics Service, totaling 35 employees and a sample of 35 people was taken. The method used is literature study, field study (questionnaire, observation).Based on the results of implementation research, the effect of policy implementation is 87.4% (very good) of the ideal criteria with a total score of 1531, and employee work effectiveness is 86.4% (very good) of the ideal criteria with a total score of 1513, the relationship between policy implementation and Work Effectiveness Employees are at a very good correlation level with a correlation coefficient of 0.834. And the influence of policy implementation on the work effectiveness of employees at the Sumedang Regency Communication and Informatics, Coding and Statistics Service obtained a coefficient of determination value of 69.5%, while the side of 30.5% was influenced by other factors that were not examined (eplison factors)

The aim of the research carried out by the researchers was to find out how community participation in the Women's Medical and Surgical Family Planning Program was in Sumedang Regency, what factors hindered it, and how to overcome the obstacles. This research uses qualitative methods with descriptive analysis. Informants were determined using purposive sampling techniques. With informants, Head of Family Planning, Family Planning and Functional/PKB Division Staff. Data collection techniques were carried out using literature study, field study (observation, interviews and documentation) and triangulation. After that, data processing uses data reduction, data display, data conclusion drawing/verification. The results of the research concluded that community participation in the family planning program, medical surgery for women in Sumedang Regency has run optimally in accordance with planning related to the dimensions of community participation, but has not been maximized in the dimension of willingness to take responsibility because there are still many people who have not maximized it. in terms of knowledge about the program. Based on the results of this research, it is recommended to hold discussions/workshops with the community about the Medical Surgery Program, provide information about Medical Surgery for Women (MOW) by utilizing social media and provide special education about the benefits of the MOW program to prospective MOW participants face to face so that have more detailed and in-depth knowledge.

The effectiveness of the BLT-DD program is important to ensure that the expected goals are achieved as planned, namely easing the burden of living expenses of the extreme poor. This study aims to determine the effectiveness of the BLT-DD program in overcoming extreme poverty in Cisitu District, Sumedang Regency. The instruments used in this study are measuring the accuracy of program goals, program socialization, program objectives, and program monitoring. This research uses a qualitative method. The data collection techniques used are literature studies and field studies consisting of observation, interviews, and documentation. Meanwhile, the data processing procedures in this study are data reduction, data display, conclucion drawing/verification and triangulation. The technique for determining research informants, namely purposive sampling with 5 research informants. Based on the results of the study, it was concluded that the effectiveness of the BLT-DD Program in overcoming extreme poverty in Cisitu District, Sumedang Regency as a whole has not been effective enough. There are obstacles faced in the implementation of the program, including uneven targets due to lack of administrative completeness and inaccurate data, uneven distribution of information that causes a lack of public understanding, lack of understanding and education about program objectives that cause dependence so that there is ineffectiveness of program objectives, as well as in-depth and unresponsive supervision and evaluation. There are efforts to overcome these obstacles including comprehensive data collection and verification, equitable distribution of information, increased community participation, education and coaching regarding the use of assistance, as well as continuous monitoring and evaluation of programs.

Every local government strives to optimize the potential within its respective region, and one of the efforts is to develop the tourism sector. Responsible for the tourism development program is the Department of Tourism, Culture, Youth, and Sports. The Tourism Department itself has programs aimed at developing existing tourist attractions; each program's effectiveness must be measured. Program effectiveness refers to the extent to which a program achieves its predetermined goals and delivers expected outcomes in the social, economic, or environmental contexts targeted. Therefore, this research aims to investigate the Effectiveness of the Tourism Destination Development Program by the Department of Tourism, Culture, Youth, and Sports of Sumedang Regency. This study employs a qualitative method, utilizing data collection techniques through literature review, field study, and triangulation. Informants are selected using purposive sampling, resulting in four informants. Data processing procedures include data reduction, data presentation, and drawing conclusions. Based on the research findings, it can be concluded that the Effectiveness of the Tourism Destination Development Program by the Department of Tourism, Culture, Youth, and Sports of Sumedang Regency is still hindered in its implementation. This includes challenges such as inadequate staffing and the lack of tourism knowledge among employees, insufficient information availability for the public, and various obstacles both internal and external to the tourism department. Additionally, several recommendations are proposed that could be prioritized for development considerations.

The research method used is a descriptive analysis method using survey techniques, with research variables consisting of the independent variable, namely Implementation of Regional Development Information System Policy, and the dependent variable, namely Data Management and Development Information. The research population was 30 people, consisting of all regional apparatus within the Sumedang Regency government. The sampling technique used a saturated sample or census, that is, the entire research population was used as respondents in the research. Data collection techniques were carried out using documentation studies and field studies through the distribution of questionnaires.
The technical data analysis carried out in this research is a path analysis model (Path Analysis). The results of testing the main hypothesis show that the implementation of Regional Development Information System Policy (X) has an influence on Development Data and Information Management (Y). The influence of regional development information system policy implementation (X) on development data and information management (Y) is 46.2%.

Suggestions for improving problems in implementing regional development information system policies are that improvements to the bureaucratic structure still require improvement, especially for SOPs for policy implementation that need to be prepared/established, apart from that the data also shows that it is still necessary to clarify the division of tasks and functions. As for Data and Information Management that needs to be improved, it is in the dimension of Mobilizing Data Management and Development Information, especially in the issue of providing incentives and disincentives from leaders to data managers

Based on the research results, it was concluded that the Disaster Outreach Program in the Context of Developing the Basic Capabilities of Poor Communities in Sumedang Regency can be said to be quite good, but there are still several obstacles. This occurs because of obstacles such as the lack of public understanding of the disaster education program, internal human resources are still small, the budget is limited, facilities and infrastructure are still lacking and there is a lack of expert staff. At the end of writing this research, the researcher provides suggestions, namely that BPBD is more active in conducting outreach, counseling and simulations to the community.

This study aims to identify, process data, analyze, and measure the performance of regional disaster management agencies (BPBD) in forest and land fire disaster emergencies in Sumedang Regency. The method used in this study is a qualitative method with a descriptive type. The research informants consisted of: Chief Executive, Secretary, Head of the Emergency and Logistics Section, and Operation Logistics Data Center. The data collection technique is literature study, and field study consisting of observation, interview, and documentation. Meanwhile, data processing techniques are data reduction, data display, data conclution drawing/verification and triangulation. Based on the results of the study, it was concluded that to measure organizational performance in terms of productivity, service quality, responsiveness, responsability and accountability are good. The inhibiting factors lie in individual abilities and the work environment, namely the lack of human resources who are geologists, hydrometologists and other experts, lack of employee concentration and lack of supporting facilities and infrastructure so that efforts are made to improve the work ability of employees through training, adding supporting infrastructure. Suggestions in this study include being more active in conducting socialization, counseling, and simulation to the community, completing the necessary facilities and infrastructure, improving the quality of resources in accordance with the competence of experts in the field of geology, hydrometheologists and other experts.

The purpose of this study was to determine the implementation of the four-document newborn service guarantee program, to determine the extent to which the Sumedang Regency Population and Civil Registration Office could implement the program's services. The study used qualitative research methods with data collection, observation steps, in-depth interviews and documentation. From this study, the results were obtained, namely the finding of factors that support the socialization of the four-document newborn service guarantee program, to increase public awareness, especially pregnant women, to participate in running the program. In carrying out socialization of the Sumedang Regency Population and Civil Registration Office. Overall it can be said to be quite good, but there is a problem regarding the lack of media in carrying out socialization such as the installation of baligo and banners. In addition, the lack of public awareness of the importance of population documents There were obstacles regarding the implementation of the newborn service guarantee program four documents, to determine the extent of the Sumedang Regency Population and Civil Registration Office, namely: there are in terms of socialization to midwives in Sumedang Regency who do not have accounts, Midwives who are members of the Indonesian Midwives Association (IBI) Sumedang Regency Branch as many as 1,020 people and Midwives who practice Independently as many as 490 people. This means that there are still many midwives who do not have an account to be able to excesses to the Newborn Service Guarantee Program Four Documents. Efforts to overcome obstacles include increasing resources such as increasing the number of operators and increasing socialization.

This research aims to examine the publicity of Sumedang puseur Sundanese culture at the Sumedang Regency Tourism, Culture, Youth and Sports Department, things that influence publicity and efforts to overcome things that influence publicity. The method used in preparing this research report is the Qualitative Quality Research method. The sampling technique used is Purposive Sampling, namely a technique for sampling data sources with certain considerations. Four people were used as data sources/informants, namely: Service Secretary, Young Expert Culture Officer, Regional Arts and Culture Analyst (2 people). Meanwhile, in analyzing the data, the Miles and Huberman model was used with the steps: data reduction, data presentation, Conclusion drawing/verification, and triangulation, as well as data validation. Based on the results of the research, it was concluded that the publicity of Sumedang pusuer Sundanese culture at the Sumedang Regency Tourism, Culture, Youth and Sports Department was not running optimally, because there were things that influenced publicity, such as the dimensions of writing publicity material with technical indicators for searching for news and technical news writing which were still less than optimal. To overcome various things that affect existing publicity, efforts that can be made are creating interesting news using existing technical techniques, providing special training to the cultural sector regarding news search and writing techniques so that the news that will be presented will be fresher and more interesting. interesting and adds attraction to the community

The purpose of this research is to find out, obtain objective data and information about the Implementation of the Pendidikan Guru Penggerak (PGP) Program in Sumedang District. The method used in this research is descriptive analysis with a qualitative approach. The research determination technique is purposive sampling. The research informants include the Head of the PGP program committee, the Finance Division of the PGP program committee, and the Program Division of the PGP program committee. The data collection techniques used are literature review and field studies consisting of observation, interviews and documentation. While the data processing procedures in this study are data reduction, data display, and data conclution drawing/verification. Based on the research results, it can be described that the implementation of the PGP program has gone well but is still not optimal due to several obstacles, including factors such as poor information, lack of teacher motivation and understanding regarding the PGP program, and restrictions on the quota of participants who take part in each program. class, which causes several members who have graduated to have to "park" first because of the limited quota. The suggestions for this PGP program are establishing collaboration, using multi-channel communication, and holding forums or regular meetings to share experiences and inspiration between teachers.

There were three informants, consisting of: Service Secretary, Functional Officer, Young Social Rehabilitation Expert Worker, and Companion for Persons with Disabilities. The data collection techniques used were literature study and field study consisting of observation, interviews and documentation. Meanwhile, the data processing procedures in this research are data reduction, data display, data conclusion drawing/verification and triangulation. Based on the research results, it was concluded that this program had been implemented well but was not yet optimal. The inhibiting factors in program effectiveness are limited budget, inadequate infrastructure and incomplete program outreach. Efforts to overcome factors inhibiting the effectiveness of the program include identifying the use of funds, holding outreach with TKSK, and analyzing the condition of infrastructure to improve care and maintenance

Based on the research results, it was concluded that coordination in preparing regional government work plans to improve basic infrastructure (clean water and adequate sanitation) was considered effective, but target achievement was still below expectations. It is necessary to increase efforts to find solutions to achieve the expected targets in the context of basic infrastructure development in the future. Including inadequate prioritization of basic infrastructure services and lack of coordination in planning. Development planning, especially through the RPJMD, is an important focus for formulating more effective policies in BAPPPPEDA Sumedang district. At the end of writing this research, the researcher provides suggestions, namely that strong collaboration between sectors and government levels, a holistic approach and regular coordination meetings are needed to realize sustainable and comprehensive development goals

Tourism promotion is needed to introduce a product to the general public. The Sumedang Regency Regional Government as part of the regional tourist attraction manager must have a regional tourist attraction promotion strategy. Tahura in Sumedang Regency is part of a regional tourist attraction which is one of the regional income from the tourism sector. Therefore, it is necessary to develop a tourist attraction promotion strategy that can have an impact on increasing tourists to Tahura tourist attractions in Sumedang Regency. So that the purpose of this research is to analyze the promotion strategy of Tahura tourist attractions in Sumedang Regency. The method that researchers use is qualitative research methods. Qualitative research methods are defined as the steps used by researchers to solve problems and answer their research questions. The results showed that three of the four tourist attraction promotion strategies could not be implemented optimally by the Sumedang Regency Regional Government in carrying out Tahura promotion. The absence of promotional slogans and taglines, the lack of complete tourist attractions, and the absence of people marketing that helps promotion. This research aims to find out how the optimization of employee performance in the Bina Marga field at the Sumedang Regency Public Works and Spatial Planning Office, obstacles in optimizing employee performance, and efforts to improve performance optimization. The method used in preparing this research report is descriptive qualitative method. The sampling technique used was purposive sampling, with 3 research informants: Head of Division, Functional Officer, and General Functional. Data collection techniques through literature studies and field studies. In analyzing the data used the Miles and Huberman model with steps: data reduction, data presentation, conclution drawing/verification, and triangulation. Based on the results of the study, it shows that the optimization of work in the Highways Division is quite good as seen from the optimal 4 dimensions that have found the results, namely, work quality, ability, initiative, and communication but there is one dimension that is less than optimal, namely accuracy of work. The results show that in the dimension of work accuracy in improving the optimization of employee performance, several indicators of research findings are not optimal, namely the timeliness of work is not optimal, the accuracy of completing tasks is not optimal, and working hours are over time where work in one day is not completed properly so that overtime is needed. The obstacles in optimizing performance based on the results of the study include in terms of individual factors, namely the high workload of employees. Organizational factors are the removal of sections in the organizational structure in the Bina Marga field. Environmental factors that hinder are the lack of facilities and infrastructure and the use of technology that is not optimal. The efforts made are by planning starting from employee development, providing training to employees to improve performance. provide motivation, clarify the objectives of the work given. facilitate communication within the organization and individually with employees such as optimizing communication tools that support work.

This study aims to determine the Quality of Service of UPTD Public Street Lighting in Implementing the SIPUJAAN Application in Sumedang Regency. The research method used in this research is qualitative research method. The technique of determining research informants is purposive sampling, with research informants, namely the Head of the Sumedang Regency Public Street Lighting UPTD, SIPPUJAAN Application Program Administrator, Street Lighting Maintenance Technician. Data collection techniques used, namely literature study and field studies consisting of observation, interviews, and documentation. While the data processing procedures in this study, namely data reduction, data display, data conclusion drawing / verification and triangulation Service Mechanism, the service process through the SIPUJAAN application has provided convenience for the community in reporting PJU damage. This mechanism replaces manual methods with a more effective digital system. Service Suitability, the services provided are in accordance with the needs of the community. Incoming complaints are handled based on the level of damage and availability of resources. Technical Capability and Competence, the service manager has competence in accordance with their duties, from administrators to technicians, so that damage, especially of a technical nature, can be handled professionally. Ability Feasibility, the technical capabilities possessed, especially in the electrical field, are sufficient to handle various levels of damage, both minor and severe. However, although the service quality of the SIPUJAAN application is quite good, continuous improvement is still needed to optimize the service. This improvement will have an impact on public satisfaction as the main indicator of public organization performance. With maximum service, it is expected that the quality and public trust in public services in Sumedang Regency will increase.
