Various studies in Indonesia during 2019-2024 showed that factors such as work motivation, leadership, organizational climate, work culture, and work discipline significantly affect employee performance. Low motivation and job satisfaction, weak organizational culture, and less innovative leadership are the main obstacles in performance management. To overcome these obstacles, strategies such as providing incentives, developing leadership, and improving the performance appraisal system are needed. The results show that employee performance management directly contributes to increased profitability through increased productivity, employee engagement, and effective management of intellectual capital. Investment in training, implementation of measurable KPIs, and a supportive work environment are proven to drive optimal performance. In addition, transformational leadership style and spirituality-based organizational culture also play an important role in shaping employee loyalty and commitment to the organization. Thus, performance management strategies that include competency development, fair compensation, adaptive leadership, and the creation of a positive work environment are very important to implement. RLS is an important indicator that reflects the accessibility and quality of education and has a direct impact on the socio-economic development of the community. The study employs a qualitative approach with a descriptive method, involving policy analysis, in-depth interviews with stakeholders, and a review of relevant literature. The analysis methods used are SWOT to formulate alternative strategies and QSPM to determine priority strategies. The results of the analysis show that the strategies implemented by the Education Office of Sumedang Regency play a crucial role in efforts to increase the Average Length of Schooling (RLS). Various policies and programs focused on improving access to education, developing infrastructure, and enhancing the quality of educators have had a positive impact, although challenges remain to be addressed. The data collection techniques used are literature studies and field studies consisting of observation, interviews, documentation, and triangulation. Meanwhile, the data processing procedures in this study are data collection, data reduction, data presentation, and drawing conclusions. Based on the results of the research, data analysis was carried out and it was concluded that the implementation of the Building Village Index (IDM) Policy at the Sumedang Regency Community and Village Empowerment Office has been implemented quite well, but there are several shortcomings. This can be seen from several factors such as lack of village understanding, limited human resources in monitoring, evaluation, and socialization, villages not listening to the information conveyed, there are still villages that are not aware of the importance of community input, and budget limitations. Based on the results of the study, the data was made, it was concluded that the implementation of the Stunting Children's Fault Father's program (BAAS) in an effort to accelerate the decline in stunting in Sumedang Regency had been carried out quite well but there were several shortcomings. This can be seen from several factors such as the lack of responsibility from the community, there is no change from the behavior of the community, the management is not optimal, the lack of nutritional resources, and for reporting there are still late reporting. This research aims to find out how the implementation of Regent Regulation Number 70 of 2022 concerning Archive Media Transfer at the Sumedang Regency Archives and Library Office. The method used is qualitative, with informants consisting of the Head of the Office, the Head of the Archives Division, and two functional staff archivists. Data collection techniques include literature study and field study (observation, interviews, and documentation). The data analysis process includes data reduction, data presentation, verification, and triangulation.The results showed that the policy implementation has been running quite well with the support of communication, resources, disposition, and bureaucratic structure. However, there are obstacles in the form of limited facilities, competency gaps due to employee rotation, and suboptimal coordination between fields. Improvement efforts are made through training, resource utilisation, and credit-based evaluation. The Women’s Group Savings and Loan Program (SPP) managed by UPDB BUMDESMA Permata Sejahtera Abadi LKD is a government strategy to empower women by providing access to group business capital. This study uses a qualitative method with a descriptive approach. Data collection techniques include observation, interviews, and documentation. The data analysis techniques used are data reduction, data presentation, and drawing conclusions. The results show that women’s empowerment through the SPP program, viewed from the indicators Envision, Educate, Eliminate, Express, Enthuse, Equip, Evaluate, and Expect has not been running well enough due to several obstacles, such as the tendency to use loan funds for consumption, lack of business management skills, limited access to training and mentoring, and weak understanding of the program’s objectives. To address these issues UPDB BUMDESMA has undertaken various efforts such as coaching, monitoring and evaluation, providing entrepreneurship training, and collaborating with other institutions such as MSMEs. The method used is qualitative. The focus of the study covers four dimensions of community participation according to Cohen and Uphoff's theory, namely participation in decision making, implementation, utilization, and evaluation, as well as inhibiting factors and efforts to increase community participation based on the theory of Nento and Nolfi. The results of the study indicate that community participation in Musrenbang is still not optimal, marked by low levels of attendance, lack of understanding of the Musrenbang process, and negative perceptions of the effectiveness of the activity. Efforts made to increase community participation include increasing socialization, and strengthening community motivation. The conclusion of this study confirms that community participation in Musrenbang requires strengthening in the aspects of public education, transparency of the process, and active involvement in development planning. The method used is descriptive qualitative with a focus on the six dimensions of program effectiveness according to Gibson's theory, namely clarity of purpose, strategy, analysis, planning, infrastructure, and supervision and control. The results showed that the marketing program has shown an increase in tourist visits from year to year, but still faces several obstacles such as less than optimal digital promotion strategies, limited supporting facilities, and lack of collaboration between stakeholders. Efforts made to overcome obstacles include increasing policy socialization, efficient implementation time, strengthening support, and adjusting tasks between implementers. The conclusion of this study states that although the program has shown positive achievements, its effectiveness has not been optimal and requires strengthening in the aspects of coordination, digitalization of promotion, and development of destination supporting infrastructure. This study aims to obtain objective data and information regarding the empowerment of MSMEs in Sumedang Regency. The method used is qualitative with a descriptive approach. Informants are determined through purposive sampling techniques, consisting of the Head of the UMKM Division, functional positions, implementing staff, and UMKM actors. Data collection techniques include literature studies, observations, interviews, documentation, and triangulation. Data analysis is carried out through the process of reduction, presentation, and drawing conclusions. The results of the study indicate that the empowerment of MSMEs in Sumedang Regency has been going quite well. However, there are still several obstacles such as the lack of special training for personnel, inequality in the distribution of capital assistance and business protection, lack of knowledge of MSME actors, and weak communication and cooperation between related agencies and business actors. To overcome these obstacles, training and mentoring are needed to increase the capacity of MSME actors, expand access to market information and regulations, and establish regular communication forums to strengthen synergy between agencies and MSME actors. Based on these findings, it is recommended that special training be conducted for service personnel to improve professionalism, equalize assistance and business protection, and strengthen communication between the service and MSME actors. The number of samples studied was 33 respondents. The analysis used includes percentage calculations, normality tests, correlation coefficient tests, significance tests, and determination coefficient tests. Based on the results of the study, it is known that the Supervision in the Sumedang Regency Social Service is in the very good criteria with analysis results reaching 85%. Then for Effectiveness in the Sumedang Regency Social Service, it is in the very good criteria with analysis results reaching 85%. From the correlation analysis, a correlation value of 0.847 was obtained, indicating a positive and significant relationship between Supervision and Effectiveness in the Sumedang Regency Social Service. From the results of the significance test, a t-count value was obtained which was greater than the t table, namely 8.871> 2.039. The data validity techniques used are credibility, transferability, dependability and confirmability tests. While the data processing procedures in this study are data reduction, data display and conclusion drawing/verification. Based on the results of the study, it was concluded that the Organizational Performance in the Digital Population Identity Program (IKD) Service at the Population and Civil Registration Office of Sumedang Regency has not been implemented properly. The Organizational Performance in the Service of the program has weaknesses in the implementation of its socialization which is based on the lack of community participation in the program. Lack of infrastructure and limited human resources are obstacles to this program. However, in its implementation there are several obstacles experienced, one of which is the minimal participation of the community due to limited access, unwillingness to learn technology and assuming that making permits is complicated, so that the implementation of this policy does not run effectively and optimally in overcoming these obstacles, socialization and education are carried out comprehensively to remote villages to the community. The method used is a qualitative method with a descriptive type. Data collection techniques were carried out through literature studies and field studies which included: observation, interviews, documentation and triangulation. The final results of this study conclude that the Implementation of the Healthy Kitchen Program Policy to Overcome Stunting in Cimalaka District, Sumedang Regency has been running well and provides significant benefits to the community, the government and stakeholders have responded positively to this program, but not yet fully maximized. This is indicated by the following findings: (1) lack of socialization to the community which should be carried out in each sub-district in each village (2) lack of resources, the budget for the program can be implemented optimally. The efforts made are to carry out comprehensive outreach to implementers and the community. The policy implementation of the Healthy Kitchen Program to Overcome Stunting in Cimalaka District has been running by involving various parties, including the local government, posyandu cadres, and the community. This program focuses on providing balanced nutrition education, managing healthy kitchens, and providing additional food for children at risk of stunting. The sampling technique used is <em>Purposive Sampling</em>, which is a sampling technique for data sources with certain considerations. There are 4 people who are used as data sources, namely: Head of National Vigilance, General Administration, Office Administration, Letter or Recap. Meanwhile, in analyzing data, the Miles and Huberman model (sugiyono, 2017:246) is used with step steps: data reduction, data presentation, <em>conclution drawing/verification</em>, and triangulation, as well as data validation.</p> <p>Based on the results of the study, it was concluded that the effectiveness of the social conflict management program in creating regional conduciveness in the National Unity and Political Agency of Sumedang Regency has not been maximized, because there are things that affect so that it becomes an obstacle such as lack of special skills, uneven workload, suggestions and facilities have not been accommodated as a whole.
